CM pleads for single window system for project clearance

NEW DELHI,  July 24:  Arunachal Pradesh Chief Minister Dorjee Khandu today called for  seting up a single window system for providing all mandatory clearances so that the fruit of development coming through such projects thus be reaped well in time.

The chief minister was addressing the 55th National Development Council (NDC) meeting, the highest policy making body comprising Chief Ministers and the Planning Commission here at Vigyan Bhawan today. Highlighted the core issues of the state, chief minister reiterated the procedural bottleneck in getting various necessary clearances for critical projects thereby delaying it. He appealed the august house to seriously view upon  the core issues of the state.

Terming the Itanagar Greenfield Airport as a project of immense emotional and sentimental value for Arunachalees since the state is one of the only two in the country which do not have an airport of their own, Khandu said that the project of such importance have also been delayed for more than two years. He submitted that such projects should not be guided by cost-benefit analysis and should be supported more liberally by the central government.

While he advocated for effective border management and inclusive development of power sector in the state, the chief minister urged upon the center to support the efforts of Arunachal Government in these areas through technical and financial assistance.  

Khandu pleaded for early sanction and execution of 132 KV Trans-Arunachal Grid, Drinking Water facility in Border blocks, Porter Tracks & Foot Suspension Bridges/Log bridges in border areas, ‘Connecting 22 unconnected Administrative Centers along the International Border’, strengthening of Police Infrastructure, and fund for clearing pending HTS bills for strengthening the Public Distribution System (PDS) in the state. He further appealed for providing adequate fund for smooth functioning of Public Distribution System in the state so that the food security among the people living in remote and scattered habitations along the international border is secured.

The chief minister while extending his sincere gratitude to the Center for formulating various important schemes for the state’s development urged that a landlocked state like Arunachal Pradesh with a vast and sparsely populated area needs special consideration. “I would request our senior officer from Govt. of India to visit Arunachal before preparing any schemes for the state so as to know the ground realities” Khandu emphatically said. He urged the center to have a lenient approach towards the state in respect of population oriented schemes.

‘Govt job to kin of late Nguso’

Guilty won’t be left unpunished: HM

ITANAGAR, July 24: A suitable government job will be provided to next of kin of Late  Jumchi (Tachi) Nguso on compensatory ground, Home Minister Tako Dabi announced today.

Describing the death of Nguso very unfortunate, the Home Minister said that a Special Investigation Team (SIT) and One-man enquiry committee headed by Papum Pare Deputy Commissioner will investigate the whole matter. He is expecting a detailed report within a month, and "Those found guilty would not be left unpunished," he said.

Denying the reports of custodial death of Nguso as published in various local dailies, the Home Minister claimed that internal injury suffered during the accident caused Nguso’s death. He also vehemently denied police atrocity on Nguso before he was being taken to hospital and also the reports of body tempering. He said that it is not an easy task to temper body of any dead person that too by police personnel. Such facility and expertise are not available in our state, he claimed. He also rubbished the reports appeared in local dailies that Nguso was taken to Hospital with both hands tied.

Nguso died in a 'mysterious' condition recently.

"The state government, on its part, is doing all its best in this regards. So, we are not expecting another bandh, the Home Minister said while replying to a question on the proposed bandh call by various organizations on July 28.

Meanwhile, Dabi informed this reporter that ex-gratia payment to the family of Late Nguso would be released as per government rule.

 

138 Bn CRPF celebrates Raising Day

ITANAGAR, July 24: Home Minister Tako Dabi lauded the officers and jawans of 138 Bn CRPF for rendering yeoman services towards national security.

Attending the 10th Raising day celebration of the Battalion at Sinkiview here today, the Home Minister said that the battalion has served almost all length and breadth of the country during its 10 years and deserves appreciations from all quarters for exhibiting tremendous courage and highest degree of leadership and professionalism in executing the assigned task successfully.

Seven Coys of the Battalions are presently deployed in different districts of the state to maintain law and order beside special operations and VVIP duties. The 138 Bn CRPF are mainly deployed in various Naxal infested areas like Chattisgarh and achieved remarkable success in containing Naxalism in those areas, the Home Minister said.

The Battalion has brought laurels to the force by winning President's Police Medal for Gallantry, Police Medal for life saving in connection with Tsunami, rescue and relief operations and Indian police medals for meritorious services, he informed. The Unit, in addition to their paramount national duty of maintaining law and orders, has also taken up various welfare activities under its Civic Action Programmes. Recently, the 138 Bn CRPF organized a district level football tournament at Daporijo, a course on first-aid to the teachers of Middle and Higher Secondary Schools at Koloriang with the help of PHC by providing first aid boxes with necessary medicines and provided computer education facilities with all required accessories at the Middle Schools at Palin and Koloriang.

Earlier, Dabi paid floral tributes to martyrs. He also inaugurated a ‘Welfare Mela’ organized as part of 10th Raising Day celebration. He lauded Commandant Bhupendra Kumar and his colleagues, CRPF personnel and all others for organizing such a wonderful 'Welfare Mela'.

Speaking on the occasion, Commandant Bhupendra Kumar highlighted the various achievements of the battalions since 2000 and other social welfare activities taken up by CRPF under Civic Action Programme. He also informed that a state level football tournament is being planned to organize during September this year.

 

State NYC pleads for central assistance to accelerate youth activities

ITANAGAR, July 24:  The Nationalist Youth Congress  Arunachal Pradesh has appealed the central party leadership to convince the Centre for more  financial support to  exploit   the latent talent of the  youth of state.

In a representation to the NCP president and Union Minister for Agriculture and Consumer Affairs Sharad Pawar during national youth workshop held at New Delhi yesterday, State Youth Wing of NCP said backward state like Arunachal Pradesh expects infinite patronage and support from the Central  and state Governments to harness the  youth power. There is no major  project  to promote games and sports and youth activities despite its immense potentials in Arunachal due to lack of infrastructural facilities, the representation said.

Stressing on the need of proper guidance to the youth, state NCP and NYC in its representation also urged the union ministers of NCP including Agatha Sangma   to put emphasis on more youth activities in the state such as organization of seminar cum workshop for personality development of youths and instill a sense of patriotism, national security, national integration, non- violence and social justice.

The state NYC also called upon the union Ministry of Youth Affairs, Olympic Association of India (OAI), Nehru Yuva Kendra to conduct seminar cum workshop in collaboration of NGOs for the youths of all North East states.

The NYC Arunachal Pradesh aims at developing the personality of the youth and inculcating in them a spirit of social service and social harmony, the representation said  and emphasized sports activities in planned manner for the students and youth.

Stressing on  formulation of plan and project  along with infrastructure  development, the NYC said   there is an urgent need to improve efficiency in providing professionals and coaches.  It also advocated for talent search programme  and stressed on the need to bringing  a revolution in sports and youth activities at grass root level. Finally there is urgent need to ensure a vigorous expansion in activities and a rapid increase in conducting domestic tournaments and sports activities in school level. Several alternative sports development activities be considered in order to see how best the objectives specified in the development perspective can be realized, the NYC representation added.  Meanwhile, state NCP President Ngurang Pinch has lauded the NYC team under the leadership of James Techi Tara for their  endeavour to bring the state in the forefront.

 

GWS calls for fair & transparent enquiry

ITANAGAR, July 24:  Pointing out the Notice  issued by the  Papum Pare deputy commissioner  in local dailies seeking information from various individuals  for ‘Magisterial Inquiry into the road accident that took place on 15th July 2010 by a Police vehicle in which Late Tachi Nguso, an APST Bus Conductor died’,  the Galo Welfare Society (GWS)  said ‘there is a controversy about the cause of death of Late Jumchi (Tachi) Nguso. “The police sources say that the cause of the death was a vehicle accident, but the relatives and the general public say that the cause of death was due to police beating and torture by them in Naharlagun Police Station. Therefore, the statement contained in the Notice is objectionable, the Society said.

The Galo Welfare Society in a representation to  Papum Pare deputy commissioner has called for a fair and transparent inquiry by the Inquiry Authority in unearthing the persons involved in the incident, giving exemplary punishment to the culprits by the law and suitable compensation to the kins of the victim  which will go a long way in upholding the Justice. The representatives and relatives of the victim may be allowed to witness the trial/ inquiry process, the Society said.

The Society  further said  it is clearly a case of extreme high-handedness, torture and barbaric act of the police due to which Late Jumchi has died leaving his family members including his young wife and four small children completely helpless.

 

East Kameng College admission from Monday

Appeal to call off bandh

SEPPA, July 24:   The admission in  college at East Kameng would begin from next Monday, this was revealed by the college’s Principal In-charge, Robin Hissang in a meeting called on by District Administration in a response to the proposed bandh call by  All East Kameng District Students Union’s (AEKSU) on 29th of this month. But the Re-opening of the boys’ hostel was not agreed upon by all the house present.

In response to the AEKSU’s eight point demand, the house discussed over all the matter but the Re-opening of the boys hostel which was center of discussion among the house present was not agreed upon by the by the house present. After a long discussion over all the issues being raised by the district apex students union the house present unanimously resolved that a committee shall be formed for the further discussion of all the demands of the AEKSU’s pertaining to the development of the district and same be pursued to the higher authority.

The house observed that since all the existing structure of boys’ hostel which has been renovated be used for the college, the re-opening of the boys’ hostel is not conducive in the present situation. Thus the house resolved that opening of the boys’ hostel may be considered after shifting of the college to its permanent place in Wessang. And the terms and condition shall be formulated even if it is re-open in future. The house also resolved to appeal AEKSU to call off its proposed band call on 29th next.

Besides the matters like early completion of on-going Hari Bridge which is under construction for many years by the Tama fabrication were also discussed in length. Regarding this all the members requested the DC to pursue Tama fabrication for its  early completion of the Hari Bridge.

The cancellation of transfer of Tarr Hacha, UPO, DUDA,  posting of subject teachers in the various schools of the district, the proper demarcation of the Govt. hr. Sec. School boundary, the cancellation of the land allotment in the  public places like Abo Tani manch, general ground and other important places should be stop immediately.  The problem of JNV was also discussed in length.

Mige Kamki, ADC, Seppa, W.Ramdasow, EAC judicial cum BDO Bana, Chayang Tajo CO, Dahey Sangno and other govt. officials, the representatives from the various villages having problem in the  re-opening of the boys  hostel, ZPM, public leader,  representative from the market welfare association, EKCCI, the senior citizen were present in the meeting.

 

Is Arunachal Pradesh not in central leaders’ radar?

ITANAGAR, July 24: Few days ago when rain lashed major part of North-India there were huge hue and cry over flood waters damaging property worth crores of rupee. Central ministers were making visit after visit to flood affected areas of Haryana and Punjab. The spontaneous response of central ministers towards such natural disaster was a welcome sign. Also national media were inundated with reports about suffering of people because of havoc wreaked by flood water.

However, this entire development leaves us with few thoughts to ponder. With due sympathy to the flood affected citizens country, the response of union government show lot of biasness. The Lower Dibang Valley district of Arunachal has been cut from rest of the world for the last five months because of incessant rain and there have been numerous reports of people facing so much of trouble like shortage of food items, medical kits and so on. Border Road Organization (BRO), agency responsible for maintaining all the major road of state has not been able to restore road connection till now. Despite all such report till now no central leaders had ever bother to a pay visit to places like Anini which has no road connectivity for past few months. It’s tough to understand whether they are not aware of what is going on in their own country or they think places like Anini is not worth visiting. Like Anini there are many more interior places which often get disconnected during monsoon season but no one at Delhi bothers about the sorry plight of Arunachalee citizen.

Often central leaders talk about Arunachal being an integral part of India but such careless attitude towards citizen leaves few questions to be answered. At times I just wonder whether Arunachal is strategically important only in terms of military interest vis-a-vis China. National media also never bother about the suffering of Arunachalees. They have enough representatives based in Itanagar but hardly anybody reports about natural disaster striking state. Only they will report about China issue and something like an Arunachalee had killed a tiger or like that.

This reporter was watching television on the day Queens Baton relay landed in Itanagar. During 9 pm bulletin that night Doordarshan was broadcasting news of QBR landing in Itanagar and how people were happy about it. But to my utmost honesty till now I have not watched a single news on the sad status of Anini in any national television news channel.

Arunachalee are so happy being treated like second class citizen in their own country and happily accept whatever is being entrusted upon us by central leaders. It’s time we forge united front and assert our basic rights. We are also citizen of this country and we need to have equal say in whatever policy people at Delhi frame for this state. If a new dam comes up local citizen need to be taken into confidence. We need to get the benefit of dam, not the people of metropolitan as we are sacrificing our land for it. If any other new project comes up then also local citizen need to be taken into confidence. After all this is our land and being son and daughter of soil, Arunachalee should have big say in matters which can affect their future.

 

 

Adventure tourism project in state

ITANAGAR, July 24: An Adventure Tourism Camping Destination is coming up in the state of Arunachal Pradesh at Jote near Poma-Jote river, some 40 kms from here. This was informed by the State Governor General J.J Singh while visiting the project site today.

The Tourist Resort, first of its kind in the state is being undertaken by the Engineering wing of the State Tourism department with a sanctioned amount of Rs 387.05 lakh. The project, designed with a Cafeteria, picnic huts, eco-tourism cottages, children parks, besides parking place for vehicles is a step for promoting adventure tourism in the state.

Interacting with the people of Poma-Jote villages, the Governor accompanied by the State First Lady Anupama Singh said that the development of Adventure Tourism Camping Destination would bring socio-economic development of the entire area.

Advocating for promoting tourism in the state to generate revenue for the local people, he sought support and cooperation from the local people to build up the eco-tourism resort. Gen Singh, while citing the example of London, Switzerland and states of Kerela, Kashmir, Himachal Pradesh and Rajasthan who are promoting tourism in a major way, told the people about the benefits derived from tourism as an income generating sector and encouraged them to involve in the project for sustainable development of Jote area and other adjoining villages. He further called upon them to mobilize the youths to generate income avenues by engaging them in the tourist resort, adding that the future of the children would be secured.

Giving details of the project, the Governor said that the Resort structures will be of eco-friendly materials like Bamboo and Cane and would showcase the local culture, besides promoting local handloom and handicraft products. He desired that the Adventure Tourism Project should be a model project for the entire state with facilities of international standard. He desired that the design and the pattern of the accommodation should be neat, hygienic, eco-friendly, adding that the design should have tribal textures and motifs with the use of locally available materials like bamboo and cane.

The Tourism Engineering Wing would undertake the project construction with technical assistance from Cane & Bamboo Technology Centre,(CBTC) Guwahati, he informed. On the occasion, Gen Singh asked the Director CBTC, Kamesh Salam, who was present on the spot for initiating construction of bamboo based cottages and desired that the project should be completed at the earliest.

Taking note of the occasion, the Governor also stressed on Organic farming, Bee Keeping and other multiple cash crops cultivation in addition to paddy cultivation in order to raise the socio-economy of the local people. ‘I want to see every one rich, a prosperous and developed Arunachal’, he added.

The construction will begin from the first week of September next. DIPR

Building trust is more important: Ringu

ROING, July 24: The jagged distribution in settlement and intense antagonism for control over natural resources, and in economic and political spaces, makes Lower Dibang Valley district severely prone to inter tribal conflict.

In the backdrop of this fact, Lower Dibang Valley Deputy Commissioner Y W Ringu said, “The administration can mobilize enough police forces to thwart any security challenges in the district, but building trust between tribal communities is more important.”

She was speaking in a meeting held yesterday, following conflict of demands between AIMSU and the Nationalist Congress Party (NCP).  

While NCP demanded for action against police inaction over an incident for assault on one Safid Ali, a shopkeeper who runs a motor garage in Roing market, AIMSU has warned of protest if govt responds to NCP’s demand saying that it will incite communal flare up in the district.

The victim is known to have been physically assaulted by some unknown local boys allegedly for his son marrying a minor tribal girl.

An FIR was lodged by the victim at Roing Police Station u/s 448/384/397/427/34 IPC with allegations of vandalizing and physical assault.

Consequently, two people were arrested who also happened to be the student leaders of AIMSU.

A series of meeting were initiated by the administration over the past week with NCP and AIMSU to bring about communal harmony and justice to aggrieved parties.

 

NERIST all set for 2nd convocation

ITANAGAR, July 24: NERIST (North Eastern Regional Institute of Science and Technology)  is all set for its second convocation scheduled for  Aug 4 (Wednesday). Former President of India, Dr. A. P. J. Abdul Kalam has kindly consented to deliver the Convocation address and award Gold Medals and Degrees to the successful students in the fields of sciences, technology and management. Governor of Arunachal Pradesh, Gen. J. J. Singh, who is also the President of the NERIST Society, Prof. Gautam Baruah, Director of IIT-Guwahati and who is also the Chairman of NERIST Board of Management, and a host of other dignitaries are expected to grace the occasion, according an official release.

Starting from an idea of creating technical manpower at different levels, where intake is from multiple points,  the project leading to the establishment of North Eastern Regional Institute of Science and Technology (NERIST), Nirjuli has attained 25 years of its existence witnessing different stages of development.

The foundation stone of the premiere Institute was laid by Late Gyani Zail Singh, the then President of India, on March 4, 1984. The Institute has attained the Deemed University Status in the year 2005. The Institute has celebrated its Silver Jubilee Year in the year 2009 on March 4. The First Convocation of NERIST was addressed by Her Excellency the President of India Prativa Devisingh Patil, on April 1, 2009.

 

Bandh called off

ITANAGAR, July 24: Following the  directives of the PWD Minister  Nabam Tuki to PWD chief engineer  (CZ) for taking appropriate action towards solution of the  contractors’ problems as per actual works done and available fund provision, the 32 KM NLCPR Contractors Association, Ziro has called off the proposed 1st phase of  Ziro-Hapoli bandh on July 27 next for the time being.  The Association also lauded former MLA Nani Ribia, and public leaders for their initiative for redressal of contractors’ grievances.

 

Miss Arunachal Beauty contest

ITANAGAR, July 24: The opening photo session of Miss Beauty contest Arunachal 2010 organised by Arunoday Society, Nirjuli will be held on July 25 and the grand finale of the event will be held on July 31 next.

The theme of the event is to promote handicrafts and handloom and to create awareness about AIDS among the youths of the state.

 

BSNL launches free  roaming for its pre-paid customers across NE states including Assam

ITANAGAR, Jul 24: BSNL’s NE-II Circle announced the launch of prepaid roaming across Assam and Northeastern states with immediate effect.

BSNL's NE-II Telecom Circle (Arunachal Pradesh, Manipur and Nagaland) prepaid customers can now roam across Assam and other NE states as per DoT notification. BSNL has recently launched video call service for all its 2G and 3G customers. This facilities can be availed by any BSNL customer having 3G handsets and selecting 3G network in the handset. ITANAGAR, July 24: Parliamentary secretary, Transport, Karikho Kri has expressed his happiness  at the  achievement of  Doirangsi Kri, first Mishmi lady from Lohit and Anjaw districts who  had cleared the UGC-NET  for lecturship during  June 2009. Doirangsi Kri  recently joined  IGG College, Tezu as assistant professor (English). Karikho congratulated Doirangsi on behalf of his community and wished her success in life.

ITANAGAR, July  24: Itanagar Tajang Welfare Committee has felicitated  the CBSE toppers   of  the Tajang village and presented cash award in a function held here today.  The awardees included Millo Yabo, (72.4%, Class XII Science),  Millo Khushi, (74.4%, Class XII Commerce), Mihin Tachang, class X secured  9.6 (CGPA) and Mihin Sonia,  class X, secured 9.6 (CGPA). The committee appealed the student community to work hard to achieve their goal.  The committee also discussed various developmental issues in a meeting  the same day.

 

SAI selection trial

ITANAGAR, July 24: A selection trial to induct students at Sports Authority of India, Special Area Game Centre Naharalgun will be held at Rajiv Gandhi Stadium, Naharlagun on August 19 and 20 next. The selection trial will be held for both Boys and Girls of age between 12-14 years in Boxing Taekwondo, Karate and Weightlifting, according to an official release.

 

DDSE inspect girls hostel project

ITANAGAR, July 24: Deputy Director of School Education, West Siang District Nyage Potom along with District Programme Coordinator, RMSA and State Gender Coordinator, RMSA visited Mechuka to inspect the construction of 100 bedded Girls hostel at government higher secondary school Mechuka.

During their visit, they conducted a meeting with teachers, school managing committee and the project executing agency and also visited other schools of Mechuka block.

 

East Kameng CSD lauds admn

ITANAGAR, July 24: Arunachal Pradesh Congress Seva Dal, East Kameng District Unit conducted a meeting on developmental activities and law and order problems of the district yesterday.

The meeting appreciated the district authority and PWD and UD department for initiating town beautification and road widening programme in Seppa and appealed to the authority to complete the task.

It also appealed to the concerned authority to take keen interest on Apex Bank, Seppa robbery case and arrest the culprits involved in the case immediately.
